Red teaming is an essential capability in preparing and assessing the Department of Defense's (DoD) ability to execute their mission in a contested cyber environment. 'However, the DoD red team capability continues to suffer from chronic deficiencies resulting from their ad-hoc implementation.'these deficiencies hinder the DoD's ability to assess cybersecurity mission risk, which endangers our national security. 'By treating the overall DoD cyber red team function as a complex system, the presentation will discuss how the systems engineering process can assist the DoD in building an effective and efficient red team capability.
