About Øyvind Toftegaard

Øyvind Toftegaard is a senior cybersecurity adviser at the Norwegian Energy Regulatory Authority in Oslo. He holds a PhD from 2024 on regulatory strategies for a resilient smart grid. Øyvind is Co-chairing the Cybersecurity Workstream of the Council of European Energy Regulators in Brussels. Further, he provides guidance to regulatory authorities on cybersecurity benchmarking through the Cybersecurity Task Force of the EU Agency for the Cooperation of Energy Regulators in Ljubljana. Øyvind is also a researcher in the Critical Infrastructure Security and Resilience Research Group at the Norwegian University of Science and Technology in Gjøvik.

Previously, Øyvind has been a cybersecurity analyst at the Central Bank of Norway, protecting one of the world’s largest funds (NBIM). He has been an officer in the Norwegian Armed Forces and he is for some reason also a biologist with a M.Sc. in biomechanics. Øyvind’s current work interests include cyber security management, critical infrastructure protection, policymaking, policy analysis, and regulatory compliance. He is involved with development of cybersecurity legislation on both national and EU levels, he provides cybersecurity guidance to the energy sector in Norway and Europe, and he audits cybersecurity compliance of Norwegian energy entities. Øyvind also regularly publish research papers on energy, policy, and security related topics.
