Twitter is often called microblogging. It is a free web-service that allows users to share short messages (140 characters or less) that are called tweets with the public. Additionally, Twitter users can follow other Twitter users to get regular updates from individuals they are interested in and wish to get regular updates from.
All that is required to view Twitter feeds is a current web browser and an Internet connection. If you wish to follow Twitter users, you can sign up for a free account at twitter.com.
